Based in the prosperous Baltimore suburb of Towson, MD, the Authority is an independent governmental agency which finances, constructs and operates a variety of financially self-supporting facilities including parking garages, public golf courses and recreational projects. The Authority is governed by a five-member Board of Directors. |

The Chief Executive of the Authority reports to the Board and directs the work of the Director of Parking, Executive Director Golf, the Director of Construction & Facilities, the Director of Finance and the Director of Human Resources.
The Baltimore County Revenue Authoritys parking program currently includes four parking garages comprising 3,500 spaces, 10 surface parking lots with 465 spaces and 1,132 on-street metered parking spaces throughout the county. Total revenues for FY 2007 were approximately $5.3 million, net income exceeded $1.7 million. The Authority also leases office space located in its parking facilities. The outstanding parking system revenue bonds are A rated and the current debt service coverage exceeds 1.8. The Authority is currently in the planning stages for a 630 space parking garage in Towson, to be developed as part of a large mixed-use project which will include approximately 140,000 sq. ft. of movie theater, retail and office space in the center of Towson.

Compilation of budget projections & analysis of annual reports for maintenance, repair and operations; Developing and maintaining an ongoing maintenance program for all parking areas and facilities; Implementation and analysis of revenue collection controls; Interacting with the public, local businesses and County government regarding various parking issues and directing staff accordingly; Supervising direct reports responsible for building and facility maintenance, meter collection and repair, cashiering and security; Leading business development and marketing initiatives |

Coordinate the planning and opening of the new parking garage, scheduled to open in late 2010 or early 2011; Direct the implementation of multi-space parking meters for on and off-street parking locations in Towson; Develop and implement marketing strategies and programs to take advantage of new residential high-rise construction in Towson which promises to transform Towson into a more vibrant residential and business district; Continue the implementation of a five year Capital Improvement Plan designed to maintain the quality of the parking assets; Improve and maintain functionality of parking access control systems and reports, including implementation of credit/debit card transactions. Improve customer service.

Minimum of Bachelors degree in Business or Public Administration or related field, experience with strategic planning, improvement, negotiation and customer service skills, oversight of budgets, knowledge of parking management hardware and software, bidding process, proven ability to bring innovative ideas and solutions to parking programs, ability to observe, record and organize data into meaningful reports, and communicate the information both verbally and in writing in a professional manner.
