The City of Norfolks Division of Parking is responsible for the operations and maintenance of the Citys parking system. This includes over 18,000 public parking spaces located in 13 garages, 11 lots and approximately 750 on-street metered spaces. |

Downtown Norfolk is the center of the Regions business, retail, cultural and entertainment activities. Norfolks parking system is one of the largest municipally owned systems in the Country and encompasses approximately 80 percent of all parking in Downtown. The Division of Parking operates as an Enterprise Fund and is solely supported through fees generated by the users of the system. The annual budget for the Parking System is in excess of $21,000,000 for the current fiscal year with scheduled capital improvements of approximately $100,000,000 over the next several years including the construction of three new parking garages.

| Responsible for the management and direct oversight of the Parking System including operations, maintenance, security, administration and on-street parking enforcement. Administers various agreements and contracts that support parking services and the City of Norfolk. Oversees and directs the Divisions annual operating and capital budget and accounting procedures to ensure fiscal responsibility. |

Directs and administers the operation and maintenance of parking facilities by directing and supervising parking administrator, enterprise controller, parking manager, maintenance supervisor, and other key personnel, ensuring all aspects of operations, maintenance and administration are operating effectively and efficiently to the benefit of parking divisions and the city.
Oversees the preparation and monitoring of the annual operating and capital budgets by directing staff in the preparation of budget, reviewing and analyzing past and current financial statements, making forecasts of future trends, and reviewing rate structures to ensure revenues meet expenditures and debt.
Provides direction and performs special projects by directing and supervising staff, assisting in employee selection, providing counseling, disciplining and monitoring personnel performance, overseeing contracts and leases, and directing and supervising the collection and analysis of data used in the preparation of reports and recommendations being made.
Serves on various boards and commissions representing the City on parking related matters. Responds to requests from downtown businesses, residents, entertainment and cultural facilities, and the general public and facilitiates marketing and communication efforts to ensure that all parties are informed about the Citys parking systems.

| Bachelors degree in Public Administration, Business Administration, Finance, or related field plus five years of experience in the parking industry of like profession, at least three of which are in a supervisory position, or any equivalent combination of education and experience. |
REQUIRES NORFOLK RESIDENCY WITHIN SIX MONTHS OF APPOINTMENT
