Developed by the International Parking Institute and administered in partnership with the University of Virginia, the CAPP Program is designed to provide continuous information and training to parking and transportation professionals, increase the body of knowledge and establish a benchmark of excellence for the industry. It also provide a means by which parking and transportation professionals may demonstrate their proficiency and be recognized by their peers.
Why Certify? Parking and transportation services have become a major element affecting the lives and activities of millions of citizens in the United States, Canada and around the world. As an industry, parking now accounts for billions of dollars and more than a million jobs each year. As a profession, it is now a serious career choice. As such, it demands continuous information and specialized training.
The International Parking Institute (the international organization representing the world-wide parking and transportation profession) and the University of Virginia (since 1829 one of the most select institutions of higher learning in the United States) have combined their resources to create a rigorous program of professional training and examination culminating in the awarding of the designation, Certified Administration of Public Parking (CAPP).
The program affords all candidates the opportunity to network with other parking and transportation professionals, enjoy the camaraderie of the group settings during the conferences and seminars, learn about areas that their day-to-day responsibilities may not allow them to learn and to successfully catapult them in their parking and transportation careers.
CAPP Application
Applications for the Certified Administrator of Public Parking (CAPP) Program are accepted year-round and there is no certain course offering that you should begin your coursework. If you wish to attend the CAPP five-day conference session in conjunction with the IPI Conference & Expo, applications must be received no later than sixty (60) days prior to the start of the conference for consideration and processing.
The CAPP application, also known as the Personal Data Form (PDF), requires the applicant to provide pertinent and specific information about their parking and transportation background in order to receive points based on a system similar to "credits" in the university setting. The applicant must have a minimum of 18 points on their application in order to be accepted into the program. Points are received for such things as:
- Work experience and level in the parking industry
- Completed higher education degrees and/or professional certification
- Parking-related seminar/conference attendance (IPI or other organization)
- Published industry articles or presentations made at parking conferences (IPI or other organization)
- Honors or awards received
CAPP Curriculum
Once an individual has submitted their application for review and has been accepted into the program as a candidate, all are required to attend the five (5) courses specifically designed for the certification program and are offered during each two-year period. The instructors and content of these courses are approved and recognized by the University of Virginia. During a given two-year period, two (2) five-day conference sessions and three (3) two-day seminars are held in conjunction with the IPI Conference & Expo and educational seminars. At the end of the two-year period, all of the courses will be repeated and updated.
The five-day sessions run concurrently with the IPI Conference & Expo and are offered only to approved CAPP candidates. Even numbered years feature management topics and are instructed by UVA professors. In other years, sessions focus on industry-specific issues such as transportation/TDM issues, safety and security, risk management and sustainability and are instructed by industry professionals and experts in the parking and transportation fields.
Although these special certification courses are operated exclusive of most conference activities, candidates also have access to the exhibit hall so they can take advantage of the exposition and meet with exhibitors.
CAPP Examination
Once the candidate's eligibility to sit for the examination has been confirmed, he is presented with several opportunities. The exam may be administered in conjunction with any IPI sponsored event, at IPI's headquarters or at the University of Virginia if written notice of intent is received at IPI headquarters at least 30 days prior to the event. IPI will make every effort to offer the examination to candidate's at the most convenient times. An examination fee (currently $200 for members and $275 for non-members) is charged to each candidate to help offset the costs of establishing the validity and reliability of the test, as well as administering and scoring the examination.
The exam is a culmination of questions provided and updated by the instructors each time the five-day or two-day session is held. It contains a certain number of questions from the CAPP five-day Management conference session, the five-day Parking Industry Specific conference session and each of the three (3) two-day seminars. 100+ questions are asked in the Objective & Short Answer portion which candidates are allowed up to two hours to complete.
Next, candidates are asked to answer four (4) essay questions based on the five-day Management conference session and the five-day Parking Specific conference session. They are allotted 2.5 hours to complete this section.
Exams are scored by UVA staff and candidates are notified by IPI staff of their pass/fail score.
CAPP Continuing Education/Recertification
Once the candidate has passed the exam, a letter is sent informing them of the fact that they have passed, that they can immediately begin using CAPP after their name and the date of when their certification expires.
Graduation proceedings are held at the IPI Conference & Expo each year during the gala industry event. Graduates receive their official framed certificate and CAPP pin at that time.
In order to obtain recertification, the CAPP is expected to participate in certain activities
to maintain the certification. The CAPP must achieve a minimum of four (4) points per year, with a minimum of 12 points at the end of the three (3) years in order to request recertification. Points over and above the required 12 points may not be carried over to the next three (3) year recertification cycle. In addition to the 12 points, a CAPP must either author one (1) published article or deliver one (1) presentation at a parking and transportation industry conference or regional meeting within the three (3) year period.
Higher Education An applicant can achieve a maximum of 12 points in this category. An associate degree earns two (2) points, a Bachelor's degree earns five (5) points, a Master's degree earns ten (10) points and a doctorate or professional degree earns twelve (12) points. Professional certifications are worth two (2) points.
IPI Conference & Expo IPI's Conference & Expo (non-CAPP) shall be credited four (4) points each.
IPI Seminars IPI seminars (non-CAPP) shall be credited two (2) points each.
Other Seminars and Conferences All non-IPI conferences and seminars sponsored by educational institutions, professional or trade associations, recognized business organizations, governmental agencies, etc. that are deemed by the Committee on Professional Certification to be pertinent and directly applicable to parking shall be worth one (1) point each.
IPI Certification Courses All IPI certification two-day courses shall be worth three (3) points and all IPI certification five-day courses shall be worth five (5) points. However, if those courses have been previously attended they shall have a value of one (1) point for two-day courses and three (3) points for five-day courses.
Presentations and Publications Presentations and publications shall be worth two (2) points each. Each CAPP must deliver at least one (1) presentation or author one (1) published article within the three (3) year period.
Recertification Fee A recertification fee of $75 for IPI members and $125 for non-members shall be paid when the request for recertification has been made.
