| Supply of contract for parking enforcement services. Wirral Council is to commence a tender exercise for the provision of parking enforcement services for the period November 2010 November 2015, with the possibility of an extension for up to 2 further years. The authority commenced decriminalised parking enforcement in 2003 and now operates a Civil Parking Enforcement regime under the Traffic Management Act 2004. Wirral is a peninsula of 60.3 sq miles and has a population of approx 312 000. It is estimated that approximately 380 km of street waiting, loading and parking restrictions exist throughout the borough in a diverse range of locations both on and off-street. Enforcement will cover the full range of contraventions relating to on-street stopping, waiting, loading, parking, permit parking and on-street pay and display together with enforcement within 30 pay & display and 40 free car parks. The contract will include for the provision of civil enforcement officers with appropriate supervisors and managers, handheld computers, cameras and communication equipment, uniforms, stationary, accommodation and transport. The authority undertakes all back office notice processing and appeals in-house and utilises the Sidem Debt Management system for notice processing and permits, it is not envisaged that this system will be replaced. In addition to the enforcement of parking regulations, enforcement officers may be required to undertake relief school crossing patrol duties. The authority is keen to improve its response to environmental crime and other streetscene issues and it is intended to include some provision for these elements within the contract. |
