The goal is to show more empathy towards people who are upset with getting ticketed. Also improving the ways people pay for their parking is very important. That's why West Chester introduced a program called Pay-By-Cell, supported by Passport Parking

The mobile app will let you know if the meter is going to expire and also gives the customer the chance to use different payment methods. The customer has more control over his parking meter, on the go.

This way, parking services may not become the most popular of departments, but will definately show West Chester residents and visitors they're being more reasonable, according to this article.
