Capita Symonds offers a complete back office Civil Parking Enforcement service for a number of local authorities, providing a bespoke service for each.
Civil Parking Enforcement (CPE) was introduced under the provisions of the Traffic Management Act, 2004, in April 2008, and means that local authorities may now enforce on-street parking controls instead of the police
We currently administer CPE on behalf of Cumbria County, Eden District, Blackburn with Darwen Borough and Salford City Councils. We are also starting to work with Councils in South Wales.
We work hard to balance local authoritys statutory duty in providing suitable parking facilities on and off the highway, with the needs of the road user in general.
Our CPE services include:
In Salford, Civil Enforcement Officers (supplied by enforcement contractor NSL Services Group) also enforce environmental crime such as dog fouling, littering, graffiti and fly posting, in addition to parking, as part of their normal duties. Salford City Council is the first Authority in the Country to multi-task CEOs in this way and it is proving to be successful with other Authorities now following its example.
