  • Starting salary up to $136,039/Annually and a competitive total compensation package!
  • A 2.5% salary increase effective April 2022

What You’ll Do

  • Oversee operations, administration, and enforcement of the Parking Division.
  • Work closely with other City departments, City boards, committees, City Council, and businesses and organizations in the City’s downtown core and Railroad Square
  • Develop, implement, and monitor new and existing parking programs
  • Perform strategic planning and develop parking policies
  • Recommend parking rate structures
  • Select, supervise, train and evaluate staff

The Ideal Candidate 

  • Extensive experience in project management, procurement, drafting and implementing policies, contract and lease negotiation in the public sector or similar environment
  • Administrative experience in enterprise operations and maintenance programs, preferably in parking operations
  • Excellent written and oral communication skills
  • A track record of successfully working to resolve problems with internal and external stakeholders with diverse interests
  • Strong experience in supervision and performance management
  • Ability to responsibly create and manage the budget for the enterprise
  • Strong analytical skills
  • A Bachelor’s degree in a related field

THE PARKING DIVISION

A very active division within the Finance Department, the Parking Division manages parking for the downtown business area, Railroad Square and eight restricted residential parking zones

  • Serving over 2 million patrons annually
  • Maintaining five multi-level parking garages and nine surface parking lots
  • Overseeing 4,500 total parking spaces
  • Providing enforcement of parking meters, time zones and other restricted parking areas to ensure availability and turn-over of parking spaces

Examples of Duties and Responsibilities

The following duties are considered essential:

  • Select, supervise, train, and evaluate staff;
  • develop, implement and monitor new programs and modify existing programs as required by changes in laws, regulations, and rules;
  • direct and participate in the development, modification, and implementation of division and program goals, objectives, policies, procedures and priorities;
  • oversee long term and strategic planning, policy recommendations, financial planning, analysis and recommendations of rate structures, marketing of parking programs and services, and parking asset management;
  • prepare and maintain the annual budget for the division;
  • confer with and make presentations to representatives of other City departments, governmental agencies, policy boards, and a variety of business and community organizations;
  • maintain records and prepare a variety of reports, correspondence, grant applications, and other written materials;
  • monitor existing contracts, including budgets and financial reports, to ensure compliance;
  • monitor ongoing program and/or project activities for contract compliance;
  • plan, organize, and direct on-street and off-street parking operations;
  • develop, recommend, and administer revenue control and operational policies and procedures relating to on/off-street parking;
  • direct field surveys and the preparation of reports, studies, and documents regarding parking programs, issues, and operations;
  • prepare recommendations on City codes, ordinances, resolutions, and their amendments, relating to on/off-street parking;
  • respond to and resolve citizen inquiries and complaints regarding on/off-street parking issues and problems;
  • supervise complaint resolution;
  • participate in the development and design of municipal parking facilities and related parking control systems;
  • testify on behalf of the department at government hearings and public meetings;
  • perform related duties as assigned.

Required Qualifications

Knowledge of: State, federal and local laws and ordinances relating to the area of assignment; principles and practices of public administration, including budgeting and program management; research and financial analysis techniques; negotiating techniques; basic construction methods and terminology and construction financing techniques; and principles and practices of effective supervision and performance management.

Ability to: Develop, implement, and administer a variety of parking related programs; read, interpret, and explain complex laws, rules, and regulations; communicate effectively orally in one-to-one and public speaking situations; address and mediate conflicts between people or within groups; produce written documents using proper grammar, punctuation and spelling; analyze complex financial documents, policies, laws and regulations and make sound recommendations; gather and analyze a variety of complex data; prepare and monitor contracts and budgets; negotiate fair and appropriate leases; develop and maintain effective working relationships with other City staff, representatives of governmental, business, financial, community, and other organizations, and with clients served; enter data into a terminal or computer using a keyboard device; sit for extended periods of time with the ability to move at will.

Experience and Education: Any combination of experience and education providing the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of administrative experience in parking operations and maintenance programs to demonstrate possession of the required knowledge and abilities; Education - Equivalent of a Bachelor's degree from an accredited college or university with major course work in public or business administration, economics or a related field.

1. Required Qualifications Screen

Applications and responses to the Supplemental Questions will be reviewed to determine if the above required qualifications have been met on a Pass/Fail basis.

2. Application Appraisal

Candidates meeting the required qualifications will have the answers to their Supplemental Questions rated by a panel of subject matter experts on a continuous basis to determine those most qualified to move forward in the selection process.

3. Interviews

Interviews for top ranking candidates will take place via Zoom.
