Bolton MBC signs car parks deal

Bolton Metropolitan Borough Council and National Car Parks Ltd (NCP) have signed a 35-year deal to build multi-storey car parks and manage the councils off-street car parks.
Under the contract, new customer service staff will patrol car parks on bicycles and maintain the general cleanliness of the parks and pay and display machines.

NCP is currently building two multi-storey car parks in the town, on Deane Road and Bath Street. The new 815-space multi-storey car park on Deane Road forms part of the 152m Bolton Innovation Zone, which is expected to generate 4,000 jobs in the next 10 years.

The 800-space car park on Bath Street is likely to be ready for use early next year. The new multi-storey will be known as Topp Way car park.

NCP will also work with the council to introduce electronic signs that will give information about parking spaces in the multi-storeys to help motorists find available spaces.

As part of the contract, NCP will operate the existing CCTV monitoring unit in the town centre while plans are being drawn up for a new control centre.

Councillor Nick Peel, executive member for environmental services, said: This deal secures significant investment needed to modernise our car parks. A number of regeneration schemes in the pipeline mean we need to improve our current car parking facilities.

Whilst we will no longer be responsible for the management of off-street car parks, we will work in partnership with NCP to ensure a smooth transition. We want to improve the driving and parking experience for all road users and the new patrol and new multi-storey car parks are a vital part of the wider regeneration strategy for the town.

The enforcement of on-street parking will continue to be the responsibility of NCP Services, which is a separate company to National Car Parks Limited (NCP).
