Canton Pilots Drive-by Digital Chalking by Tannery Creek Systems

The City of Canton, Ohio recently completed a three week pilot of an automated tire chalking system supplied by Tannery Creek Systems. The system is being evaluated to measure the increase in Cantons ability to respond to parking concerns of business owners and residents living in time-restricted areas, such as residential parking permit zones.
Canton is one of Ohios most dynamic and livable cities with a population of about 80,000. Like most cities, managing parking in the city is challenging. Tom Jones, Cantons Parking Manager, commented "Our current methods of enforcing time-limited parking zones are labor intensive and prone to abuse.

Tannery Creeks AutoChalk system, consisting of a laser, GPS and rugged cameras, captures digital photos of violating vehicles in time-limited parking zones. AutoChalk was mounted on Cantons existing enforcement vehicle for the three week trial. AutoChalk enables officers to remain in their vehicle while collecting photographic evidence of vehicles in violation of parking ordinances including the vehicles profile, license plate and physical location (GPS coordinates). The officer has the option of either issuing the citation on site or mailing it on the back end.

Data captured by the AutoChalk system is then downloaded to the Canton parkingoffice for archiving, and is available for appeals or for evidence in court. The violation record contains crisp photographic information including the vehicles profile and color, license plate, date and time, and GPS coordinates including street address providing clear parking infraction evidence. The entire system is capable of being automated from drive-by scanning to the mail out of the ticket.

During the three week in-field testing, the trial operated in areas where business owners and residents have expressed concerns about overtime parking and high-traffic locations such as educational institutions, hospitals and popular entertainment districts.

TomJones, Manager of Parking Enforcement, commented Canton is pleased with the results of the pilot. We saw significant improvements in productivity, decreased parker cheating, elimination of officer conflict with illegal parkers and opportunity to expand enforcement over a wider area.
