City preparing components of municipal ID card for documented, undocumented residents

Officials are prepare a municipal identification card to be introduced in New Haven this summer. The card is expected to have a Parcxmart Card component.
The card, which city officials believe will be a first for the nation, will be available to citizens and noncitizens, documented and undocumented.

Kica Matos, head of the city Community Services Administration, wants the card to have wide appeal. There are "targeted special populations that we think would uniquely benefit from the municipal IDs, including youth, elderly, students and immigrants."

The card, in addition to serving as basic identification, is expected to have a Parcxmart Card component, which residents can use like a debit card for some local stores, as well as to pay for parking meters.

The city already offers a Parcxmart Card that brings in between $12,000 and $15,000 monthly in meter revenue, a figure that is expected to increase if the card is part of a municipal identification card.

Plans now also call for incorporating a library card as part of the ID, which it could be shown to get into Lighthouse Point Park for free, as well as the recycling center. Flashing it would get a residents discount at the Municipal Golf Course. For the elderly who no longer drive, it could serve as an ID, while for children, the back would allow parents the option of stating emergency contact information.

The necessary documents needed to get the card are still being discussed, but residency could likely be established through utility bills and rental receipts. Proving identity could require a drivers license, a passport, birth certificate or a Taxpayer Identification Number.
