Contract Awarded To Improve Parking at Health Sciences Centre
Eastern Health announced that it has awarded the contract to install an automated pay-on-foot parking system at the Health Sciences Centre that will result in the removal of meters at the site. The contract has been awarded to Coady Construction of Torbay at a cost of $670,655.
The automated pay-on-foot parking system will consist of an automated arm and a payment kiosk system. It will eliminate the need to regularly feed meters, allowing patients and visitors an uninterrupted visit to the General Hospital, the Dr. H. Bliss Murphy Cancer Centre and the Janeway Hospital. The system will allow users to pay by a variety of methods and patients and visitors will no longer receive tickets for expired meters.
The goal is to offer better access to parking along with a payment system that is easier for patients, clients and family members who visit the hospitals and the Cancer Centre, said George Butt, Vice-President of Corporate Services.
The changes are also designed to improve traffic flow and in the absence of meters, snow removal will be less costly, more efficient and allow for safer pedestrian movement on the parking lots.
After looking at a number of parking options, we determined that installation of the automated arm and payment kiosk system is the best means of meeting the parking challenges at the Health Sciences Centre, said Joe Dunford, Director of Infrastructure Support. The changes are also in direct response to concerns that have been voiced by our patients, families and members of the general public regarding the inconvenience of the meter system.
The system will be similar to the St. Johns airport system. Drivers will get a ticket when they enter the lot and then present the ticket when they exit to determine the amount owed. Pay stations will also be located within the Health Sciences Centre to enable people to pay before they leave the facility. The cost of parking will be determined prior to the new system going into operation and the public will be advised once that information is known.
Work will begin on the new system in the spring as weather permits and is expected to be operational by September 2012.
Eastern Health also advised the public meter cards for meters at the Health Science Centre can be purchased at the campus enforcement office located on the main level of the Health Science Centre. These meter cards also alleviate the concern of time expiring on meters.
Eastern Health has metered parking only at a number of facilities in St. Johns including the Health Sciences Centre, the Waterford Hospital, St. Clares Mercy Hospital, and the L. A. Miller Centre. These facilities have meters because demand requires efficient turnover of parking spaces and where neighborhood parking pressures threaten parking availability for patients and visitors. Eastern Health provides designated parking for dialysis patients who receive treatment for extended periods of time. There are also designated spots for cancer volunteers who drive patients to the Dr. H. Bliss Murphy Cancer Centre for cancer treatment. Meters are not in place at long-term care facilities within the city or at any of the organizations facilities outside of St. Johns.
