Bank card, mobile and internet payment at the service of parking facilities in Issy-les-Moulineaux, near Paris

Offering motorists a wider range of on-street parking services: this is the aim set by the town of Issy-les-Moulineaux (France). Based on the use of parking meters, mobile phones and the Internet, these parking services are designed by the company Parkeon.
The task of putting them into service and operating them has been entrusted to the company VINCI Park in the context of a public service contract.

An innovative approach

In a similar way to the ticketing systems used for public transport, the town of Issy-les-Moulineaux wishes to put several ways to access parking services at the disposal of motorists: parking meters, mobile phones and the internet. These different media respond to the very varied needs and practices of the clients.
In this regard, Issy-les-Moulineaux has first of all requested that its parking meters accept not only payment by coin, as is the norm, but also by bank card. Favoured by the majority of French people (57 million cards in circulation and 6 billion transactions every year), bank cards have some major advantages: most users carry them in their pockets and they enable the user to pay the amount that corresponds exactly to the parking time needed, whereas the probability of having coins, especially in the right quantity, is much more remote.

When new technology puts itself at the service of parking

Mobile phones are interesting parking payment tools since they open up possibilities that no other payment method allows: they save drivers from having to go to the parking meter. The initial parking time can be extended remotely, and the paid parking time can also be interrupted and the excess payment recouped.
Its extremely widespread use more than 58 million mobile lines operational in France and the possibility for users to use it to communicate make this medium even more appealing.
This new possibility will soon be offered to the motorists of Issy-les-Moulineaux. It uses the payment service Paybyphone, which can be used from all mobile phones, whatever the operator.

This service brings about new possibilities. Lets take the case of a person going to a meeting.
I park near the meeting place. Unfortunately its raining:
- This service enables me to pay remotely, protected from the rain inside my vehicle
My meeting is dragging on...
- No need to fear a parking fine any longer. I can receive an SMS alert when the paid parking time is about to run out.
- I can then extend the initial parking time remotely.
My meeting is shorter than expected...
- I move my vehicle before the parking time runs out and recoup the excess paid.

Paybyphone service

Registering for the Paybyphone service, as well as secure payment transactions, which require you to provide a bank card and vehicle number plate the first time, are carried out easily by a simple phone call, by SMS or on mobile internet.

The internet service

The internet service, for its part, is aimed at the issuing of weekly or monthly parking permits. It enables users to obtain these permits, and to renew them from home, without having to travel anywhere or queue up. Using it is simple: the motorist selects the type of ticket or permit he requires from an internet page, he pays using secure bank card payment, and in exchange he receives a file to print showing the parking permit to be displayed behind the windscreen to be checked. This file comprises an image which displays the permit data: place, period, zone and number plate, as well as graphic security devices aimed at preventing attempts at fraudulent copying.
