Andover Launches Passport’s End-to-end Parking Management Solution

Mobile Parking Payments, Digital Permits and Enforcement Platform Now in Use

Drivers in Andover can now pay for parking through their smartphones.

The Town of Andover announces the launch of an end-to-end parking solution with Passport. The system includes the Passport Parking app which allows drivers to pay for parking through their smartphones, a real-time enforcement platform, and a digital permit service for residents of Andover. The system will streamline the town’s parking operations, provide more accuracy and convenience for city leaders and drivers, and integrate the mobile pay, permits and enforcement systems together on the same platform.

This is the first time Andover will have a mobile payments solution for parking providers. The Passport Parking app is available to use for nearly 400 spaces downtown. Starting today, drivers only need to follow three quick and easy steps to pay for parking:

  1. Download the Passport Parking app from the App Store or Google Play
  2. Create an account with an email address or mobile number
  3. Enter the license plate and length of stay

If the user wants to stay longer, they can extend time remotely with a tap of a button. Parking can also be managed online at passportparking.com with permit options available at https://andoverpermits.rmcpay.com/.

Passport’s parking and enforcement services will run concurrently with one another, giving town officials unprecedented insights into their environment and enabling them to manage everything in real time. Andover’s enforcement officers can efficiently monitor active parking sessions and, if necessary, issue citations using wireless handheld devices and Bluetooth printers. Enforcement officers are empowered knowing that they can monitor parking, conduct digital chalking and immediately upload pictures of violations. The real-time data transfer allows parking administrators to access citation information immediately upon ticket issuance through Passport’s back office.

The new system also has a built-in scofflaw violation tool to provide officers with instant repeat offender information. With Passport, Andover has the ability to track enforcement officers in real time, pull ticket density reports, and analyze parking patterns to continuously improve transportation in the city. Passport’s powerful back end provides real-time reporting and analytics for the town to make data-driven decisions.

This state of the art parking technology will greatly enhance the experience of both residents and visitors parking downtown,” said Andrew Flanagan, Andover town manager. “We wanted to make paying for parking easy and convenient through reliable technology so that residents and visitors are able to park and pay and move on to enjoying downtown Andover and not have to worry about returning to extend time at a meter. This is another major step in our ongoing efforts to improve the downtown experience.”

At Passport we are committed to meeting the needs of our clients,” said Passport’s vice president, David Singletary. “What that means is that we provide solutions up and down the value chain for a municipality’s transportation operations — for drivers who have to pay for parking or an enforcement officer making sure the rules are being followed — Passport provides the tools to support each city’s initiatives.”

Passport is the industry’s leading mobile technology solution specializing in enterprise business applications and payments for the public and private sectors. In Massachusetts, Passport is the No. 1 mobile pay provider with millions of transactions per year in the state.
