Randy Topolniski appointed as the Chief Operating Officer of the Winnipeg Parking Authority

A graduate of the Northern Alberta Institute of Technology in business management, Randy joined the City in July 2007, as the WPAs Parking Contract Enforcement Administrator. With him, he brought almost two decades of experience with the Manitoba and Alberta departments of justice. At the provincial level, he gained a strong understanding of by-law development, systems improvement, and customer service skills which have served him well since joining the Winnipeg Public Service.

As Manager of Regulation and Compliance and as Acting COO, Randy has focused on increasing the WPAs efficiency and effectiveness, while working to improve citizens experience of its service. I know that this focus will continue, as Randy works with the WPA team to implement the new business plan he played a crucial role in developing.
