Reading, PA Parking Meters Join Digital Age With High-Tech Convenience.
StreetSmart Technology LLC has installed new, patented technology in 45 high-traffic parking meters in downtown Reading, PA, to provide the Reading Parking Authority with the ability to monitor and manage their on-street parking more effectively.

The Reading SmartMeters contain StreetSmarts new-generation technology that is smarter, more weather-resistant and self-sustaining than ever. A looped sensor in the road detects when a car enters or leaves the space. Purchased time is posted on the meter and violations are transmitted to enforcement officers, who can target their efforts more efficiently as a result. Signals from jammed meters speed repairs and decrease down time.
When a car in the space pulls away, the meter automatically resets to zero.
Reading is getting the most advanced and comprehensive parking management system available anywhere today said Ted Russ, COO of StreetSmart. As the program progresses, putting time on the meter will be as easy as dialing the phone. When the Pay-By-Cell functionality is switched on, motorists will be able to put time on the StreetSmart meters via their cell phones. The System will enable drivers to fill out a form on the web with their credit card of choice to manage their parking activities at the SmartMeters. On the street, motorists will then be able to pull into a parking space and use their cell phone to dial in, indicate their space number and charge the time they want on the meter.
The system can even notify drivers by cell phone text message before their meter expires, letting them extend their meter to its limit if they underestimated their time away. And they dont have to revisit the meter physically to do it.
Expired meters signal the Parking Authority enabling the most effective possible enforcement of Readings parking policies.
SmartMeters will help Reading increase its parking revenue, while reducing the cost of meter enforcement to the city. Installation of the SmartMeter technology is part of the Reading Parking Authoritys response to recommendations from a July 2008 study from Walker Parking Consultants, which concluded that the authority should charge more for its on-street parking.
Lawrence Lee, executive director of the Reading Parking Authority, said officials are confident of the 60-day pilots success. After that period, they plan to expand the technology throughout the city.
