How License Plate Recognition (LPR) is Streamlining Enforcement

- Boulder, Colorado, US

License Plate Recognition (LPR) is one of the parking industry's hottest topics, and for good reason. This new technology allows for streamlined enforcement efforts while maintaining business rule structure and satisfying permit management needs.

The City of Boulder, CO, recently implemented an LPR system, and they have been blown away with the results. Through the use of this new technology, the city has increased parking enforcement reach and productivity by 200-300% and boosted scofflaw revenue by 20-25%. “LPR sometimes gives you between 3,000-4,000 reads in a day,” said Eric Guenther, Assistant Manager of Parking Services. “A single operator could not accomplish that many entries, which makes the benefit of the integrated system very real.”

Boulder also recently implemented T2 eTicketbook in-vehicle citation writing software that leverages Genetec AutoVu LPR through an integration that enhances enforcement workflows. The system coordinates enforcement activities with the court system’s records and streamlines operational efficiency by combining the benefits of an integrated handheld and mobile LPR enforcement system.

The ability to enforce long-term permit parking and short-term paid parking simultaneously is a key benefit for the city. Boulder uses eTicketBook and AutoVu to enforce:

  • Scofflaws – the scofflaw list is generated from T2 Flex and automatically put into the AutoVu system each day
  • Permits in the neighborhoods surrounding downtown
  • Timed parking zones
