UNDERGROUND PARKING PROJECTS IN MUMBAI

INDIA Mumbai is the financial capital of India. A city of 12 million, spread over 468 sq kms, Mumbai is one of the fastest growing urban conglomerates in the world.
The Municipal Corporation of Greater Mumbai (MCGM), the Urban Local Body of Mumbai, is an autonomous organization overseeing development and upkeep of civic infrastructure in the city. Mumbai adds approximately 100,000 vehicles to its roads daily. Such a phenomenal increase in vehicular population requires an equally steady growth in supply of transport infrastructure such as parking. MCGM currently develops and operates various Pay-and-Park lots across Mumbai. However, given the increasing shortage of parking space in Mumbai, the MCGM now intends to develop large scale modern parking solutions for the city.

In the next three years, MCGM intends to develop around 150 state-of-the-art parking facilities at various locations across Mumbai, on Public Private Partnership (PPP) basis. Where ever possible, the parking facilities may be combined with other permitted land uses to make the project financially feasible. The project will include both underground and above ground parking lots. MCGM has appointed Urban Mass Transit Company as the Project Development Advisor by MCGM for these projects, who will be acting as the coordinating agency for the same.

MCGM has recently initiated the project development activities for Underground Parking Projects. It has started a two-stage global bidding process to select preferred developers and parking technology providers to participate in underground parking projects. The first stage of the bidding stage is Request for Qualification (RFQ) for shortlisting of interested bidders on basis of RFQ Applications. The second stage will be the Request for Proposal (RFP) stage in which detailed proposals will be invited from shortlisted applicants. MCGM has started the RFQ stage of bidding by floating an advertisement on 24th December, 2008 in leading Indian dailies, inviting applications from interested developers and parking technology providers. An RFQ document which provides a project brief, indicates the kind of experience sought from interested applicants and provides guidance on the preparation of the RFQ applications, is available for all interested bidders. An RFQ Document Fee of Rs. 50,000/- is payable at the time of RFQ submission. A Pre-Application Conference will be held in Mumbai on 14th January 2009 for interested applicants.
