Management Services Administrator (Norfolk, US)

Oversees daily operations of the Management Services Division including the management of personnel and payroll, public relations and community outreach, departmental administrative support and training and special events coordination.

Essential Functions

  • Reporting to the Parking Director. Supervises the day-to-day operations of the Parking Division and its three units: Administration, Garage Operations, and Maintenance.
  • Supervise and manage Division units by instituting industry best practices as well as aligning operations to AGILE principles, and increasing overall organizational performance and productivity
  • Works directly with the Parking Director in developing the short-term and long-term strategic goals of the Parking program in support of Citywide economic development, cultural, and quality of life initiatives
  • Supervises and plans division activities by conducting and attending various meetings, assigning tasks to divisional staff, conducting discussions on the handling of activities or assignments, and conferring with staff concerning goals and objectives.
  • Ensures a well-managed government through sound financial management practices in support of Budget development and day- to- day financial operations
  • Works collaboratively with the Department of Communications on Parking’s marketing and communications as well as serves as the direct liaison with other City departments and outside agencies. Promotes public relations by addressing inquiries and resolving customer issues, conducts presentations by obtaining and preparing information and gaining approval from various offices, and preparing and reviewing correspondence, and performing site visits related to projects or complaints.
  • Carries out complex special projects and develop reports for review by the Parking Director and Department Director.
  • Assists in the roll-out of the new Garage Parking Access Revenue Control System (PARCS) to include hardware, software and the integration of existing City systems


  • Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Over five years experience.


  • Parking industry experience.
