VP of Proposal Operations (Columbia, US)


Position Summary

We are seeking a talented individual to manage Rekor’s bid and proposal efforts. The VP of Proposal Operations will work closely with the business development, operations, and sales teams, including executive leadership, to build winning RFPs, RFIs, and RFQs. They will be expected to manage a growing team of technical writers, proposal managers, and coordinators. This position will require a high degree of organization, communication, and strategy. The candidate will join a fast-paced and highly talented team that is focused on winning new business for the company.

Role and Responsibilities

Position responsibilities include, but are not limited to:

  • Manage a growing team that executes multiple, simultaneous proposals
  • Maintain high standards throughout the proposal development process (writing, editing, production, etc.) from initial receipt through delivery
  • Help team identify and secure necessary proposal resources
  • Analyze solicitations to determine if they align with current sales strategy and product roadmap
  • Coordinate and lead major project meeting events, such as Kick-off Meetings, Strategy Meetings, Reviews, and Post-Mortems
  • Establish strategic win themes and discriminators
  • Ensure established processes are followed and standard style guide is used
  • Develop efficient processes for bid responses, communication, and related material organization
  • Facilitate strategy sessions with relevant individuals in the organization to forecast upcoming bid opportunities and align proposals with the current business model
  • Send out weekly status email to company leadership
  • Periodically review narrative content, staff resumes, etc. to make sure they remain relevant and compliant with current proposal requirements in order to reduce response time and improve quality on future bids
  • Set expectations for the team by providing guidance, schedules, and milestones to hold them accountable and ensure work is progressing
  • Delegate input of proposal activity into Salesforce; provide reporting metrics upon request (volumes/sectors/internal partners/wins/losses)

Qualifications and Education Requirements

  • Bachelor's degree in linguistics, communications, or relevant field
  • 10+ years of experience supporting state, local or federal proposal efforts
  • 5+ years of experience as a senior level manager

  • Experience in keeping a team focused to develop a compliant, compelling, and competitive winning document.
  • Strong organizational management skills
  • Attention to detail
  • The ability to edit written material, write new content, proofread, and perform quality checks of proposals under tight deadline constraints
  • Previous experience managing a successful team
  • Ability to work effectively under tight deadlines
  • Excellent people skills - the successful candidate will be able to work effectively with personnel of varying experience, technical abilities, and levels of authority
  • Advanced skills in the Microsoft Office Suite (e.g., Word, Excel, PowerPoint, SharePoint)
  • Experience in state & local proposal response methodology
