Bob Smith parking lot to be expanded

The Bob Smith Memorial Park will get 22 more parking spaces, thanks to the approval by the city council at its March 9 meeting.
A 15-space lot is part of the Parks Master Plan, but senior engineer Ron Whitlatch said the cost for 22 is about the same as for 15.

The park is used throughout the summer for all of the Junior Baseball Organizations home games and hosted tournaments, Whitlatch said in a memo. The park is located at 2889 S. Main Road.

During the course of the baseball season, the existing parking lot fills up quickly, he added. This is even more of an issue during tournaments hosted at the park.

Coaches from the Boys & Girls Club of the Greater Santiam approached the city to see what could be done.

Whitlatch said the lot will cost between $70,000 and $90,000, or much less than that, and was eligible to be paid from the parks system development charges fund and SDC reimbursement funds.

The 11,000-square-foot lot, with a sidewalk installation and minor drainage improvements, will be a cost-saving measure, Whitlatch said in the memo.

City crews will be completing the restoration for the project, including placing top soil and final seeding.

Also in public works, the council approved a $142,536 bid for the Franklin Street Sanitary Sewer Pipe Burst Project.

Pacific Excavation Inc., of Springfield, came in as the lowest bidder for the estimated $182,230 project.

The segment of pipe was selected for replacement because of the poor condition and age of the existing pipe, Whitlatch said in a memo.

The replacement of the sanitary sewer mainline and laterals on Franklin Street from Milton Street to River Road will begin the week of March 28, according to a press release from the city.

During construction, Franklin Street will be closed to through traffic.

Residents in the impacted area will be afforded reasonable access, but should expect periodic delays and other construction-related inconveniences.

Estimated time for completion of the project is early June.
