QHSE Manager (Besançon, FR)

Job Description

Reporting to the site manager of the Besançon establishment, the objective of the QHSE manager is to take charge of the 360 ° management of the QHSE policy in accordance with the strategic orientations of the company. To do this, it supervises, coordinates and maintains the integrated Quality, Health, Safety and Environment management system based on normative references: ISO 9001 - ISO 45001 and ISO 14001.

Missions:

Management of certifications at group level:

  • Maintain ISO 9001, ISO 14001 and ISO 45001 certifications (former OHSAS 18001).
  • Plan, organize and manage internal and external audits.

HSE risks:

  • Ensure control of the environmental impacts (energy performance, etc.) of the group's activities and initiate corrective actions
  • Perform and update the Environmental Analysis.
  • Supervise the performance of OSH analyzes of Work Units and regulatory technical analyzes.
  • Centralize the information from the analyzes of work situations in the Single Professional Risk Assessment Document
  • Carry out the improvement actions incumbent on the QHSE.
  • Prepare and participate in representative bodies relating to HSE

QHSE process:

  • Define, monitor and update: the process, documentation, corrective actions and performance and monitoring indicators.
  • Support for pilots and processes
  • Facilitation of performance review meetings with process owners

Regulations:

  • Record and analyze regulatory watches.
  • Define the ICPE sections which concern the company
  • Produce regulatory declarations (energy, waste, environmental aspects, etc.).
  • Carrying out Carbon and Greenhouse Gas Emissions reports.
  • Project monitoring:
  • Define and present annual prevention programs and monitor their implementation.
  • Participate with stakeholders in drafting the CSSCT annual report.
  • Lead and report on the performance reviews of group processes

Health at work :

  • Ensure coordination of field actions with occupational health staff

Complementary missions:

  • Participate in responses to calls for tenders and customer / shareholder audits for QHSE parties.
  • Manage the contract with our waste treatment providers and supervise their sorting.
  • Ensure coordination of field actions with occupational health staff
  • Contribute to the CSR policy by ensuring the implementation of relevant actions
  • Ensure control of the environmental impacts (including management of waste and energy performance) of the group's activities and initiate associated reduction actions

Profile:

  • Higher education in HSE (master / engineer), you have a successful experience of more than 5 years minimum in the management of standards, regulations and quality prevention plan, and preferably in an industrial environment.
  • You have a very good understanding of the regulatory requirements of an industrial site, you are keen to implement actions allowing the performance of QHSE actions and relaying good practices.
  • You have a good level of written and spoken English, a minimum B2 / C1 level is required.
  • This is a transversal position with many internal departments, so you are recognized for your adaptability and your sense of communication, your safety orientation and your pedagogy.
  • The + of the position: We offer a position with quality management responsibilities at the operational and system level, both in France and in the group, with management of standards for our sites in Italy, Great Britain and Germany.
  • This position requires close proximity to support services: occupational health, Facilities team and HR department as well as cross-functional collaboration with industrial management, particularly R&D management, for the identified continuous improvement projects.
